Kelowna's June 18 public hearing: 3 liquor licence amendments, supportive housing variances

This month’s public hearing has six items on the agenda, most of which focus on housing projects.

On June 18, Kelowna City Council will consider amendments to the Official Community Plan (OCP) and rezoning adoption for a property near McKinley Landing, a site specific text amendment for a new commercial building on Water Street, two liquor licence endorsements and development permits for two downtown housing projects.

Below is a breakdown of each item on the agenda.

OCP amendments, rezoning adoption for project at 1602, 1855 Bennett Rd.

The amendments to the OCP are meant to change the future land use designation of portions of the property from the NAT – Natural Areas designation to the S-RES – Suburban Residential designation. The rezoning is to change portions of the property from the P3 – Parks and Open Space zone to the RU1 – Large Lot Housing zone to facilitate a large lot housing subdivision.

A staff report says the project will be a single family development and the first phase would have 20 lots with 2.84 acres of parkland. More parks and open spaces would be built in other phases. Staff recommend support for the project and say the amendments are considered “minor.”

Site-specific text amendment for a 4-storey building at 1570-1580 Water St.

City staff are recommending support for the amendments that, if approved, would allow for maximum density to increase from 1.5 FAR to 4 FAR to increase the maximum height of the building from three to four storeys.

Kelowna council agreed to send this project to a public hearing in late May. The developers, Mark Anthony Group, originally proposed a 12-storey, 72-room hotel, but failed agreements with neighbouring properties saw the project pivot to a single commercial building.

Two patron participation endorsements for downtown, Mission DunnEnzies locations

The owners of DunnEnzies, a longstanding local pizza joint, submitted an application for a patron participation entertainment endorsement for their downtown location in mid-March and for their Mission location in early April.

The endorsement, which needs to be supported by city council before being sent to the provincial liquor branch for final approval, “is an additional term and condition on a food primary licence that permits the active involvement of patrons in entertainment or results in patrons leaving their seats, such as dancing or karaoke.” Staff recommend support for both applications.

Permits for supportive townhouse project on Belaire Avenue

Staff are recommending support to issue a development permit for the first phase of a three-phased supportive housing project. They also recommend support for a variance to vary the setback from Highway 97 from the required 4.5 metres to the proposed three metres.

Full buildout of the project, which is proposed for 1330, 1340, 1350 and 1352 Belaire Ave., would include 12 dwelling units. The first phase would see four dwellings with 16 sleeping spaces. The second would include four units with 20 sleeping spots and the third would see four ground-oriented dwellings with 14 sleeping spaces.

A staff report says the phased development would allow 26 existing residents to maintain their housing.

Development variance permit for event parking requirements Red Bird Brewing

City staff are recommending support for a development variance permit to vary required parking to zero stalls for a maximum of 30 individual single day events per year. This would allow for additional events on site with a maximum event capacity of 900 people.

The applicants are also seeking council’s support for a permanent change to the liquor licence to add a special event area endorsement, increase the event capacity and to change the opening time from noon to 9 am seven days a week.

A staff report recommends support for both applications.
